The song was released as an advance single from Rocketman (Music from the Motion Picture). Rocketman is a movie based on the life of Elton John. And interestingly enough, this is the only song on the soundtrack in which Sir John actually contributed vocals.
The track was written specifically for the movie by Elton John and his long-time collaborator, Bernie Taupin.

No. Elton and Taron Egerton have collaborated before, in a live capacity. This happened when they performed “Tiny Dancer” together on 24 February 2019. That performance took place at the Elton John AIDS Foundation Academy Awards viewing party.
