First off, it should be noted that this song is associated with a South Korean TV show called Alchemy of Souls, which, according to Google, features main characters such as “a powerful sorceress in a blind woman’s body”.
The reason that’s important to point out is because within the context of said program, expressions like “wandering through someone’s memory”, i.e. the phrase which sets of I’m Sorry, may be more literal than figurative.
That also may explain why we find the vocalist apologetic even though it’s not abundantly clear what she’s apologizing for. In other words, it seems as if these sentiments are being relayed specifically from the perspective of a character on the show.
Therefore, it stands to reason that viewers of Alchemy of Souls would have a better understanding of where Ailee is coming from than we do.
But what can be generally ascertained from the lyrics, theoretically, is that the vocalist is in love with the addressee. Furthermore, what it seems she is apologizing is occasionally, by the looks of things, suffering from something like memory loss which, if so, would undoubtedly and negatively affect their relationship.

But if we wanted to interpret this piece from a more-general perspective, again for those of us who have no knowledge of Alchemy of Souls, it reads more as if the vocalist is apologizing for being a semi-committed lover.
