“Come Over” narrates a story where the male character is going to all limits in order to win the heart of the female character in the story.
In the song, you can easily tell the male character is putting in so much effort to capture the love of the lady but all his endeavors seem to prove futile. In his desperation, he wants to figure out exactly what is going through her mind. In the first stanza, he describes himself as selfless and is willing to do everything just to have the lady.
In the next verse, he pushes on to tell the lady to give him a chance assuring her that it would be worth it if she does.

Jorja reportedly changed her initial schedule date of release due to the Coronavirus pandemic. According to the singer she did not want the public to be misled by the title of the track.
