Theoretically speaking, based on LP’s own explanation of this song, the intended addressees may well be her fans. So for one thing, this is the earliest song on the playlist of “Churches” that clearly isn’t romantic in nature.

And secondly, when LP sings of ‘angels being over her’, based on the aforementioned hypothesis that may well be a poetic way of expressing appreciation for her fandom. And what she is basically saying in that regard is that said “angels” always express love for and “bring out the best in” her. Or put differently even when life sucks, LP’s loyal fans possess the ability to lift her spirits.

But of course the titular term, despite having a distinct religious/spiritual origin, is one which in modern times, as inferred above, can be interpreted in different ways. And the theory we have provided, in honesty, may not be completely comprehensive, taking into consideration for instance that the first verse especially reads highly metaphorical. 

But that noted, also taking into account that LP states that when addressee is around she ‘feels like angels are over her’, then we know she is not talking about literal angels. And at the end of the day, whether she is referring to her fans or not, the vocalist is biggin’ up some group of individuals who play the role of a reliable anti-depressant in her life.
