The title of this song (“Niagara Falls”) serves as a metaphor pointing to how paid the vocalists are. And by extension such wealth, succinctly put, allows them the opportunity to womanize. And such an idea is basically what the verses of this song are themed on. Or rather let’s say this is a dual-themed song, centered on wealth and women. But at the forefront would be the wealth, as by implication that’s what leads to the women.

The listed release date of this song is 12 January 2021. But that is more like the date the leak of the track was actually made mainstream. For in actuality, this song leaked online as early as October 2020. And for the record, Travis Scott himself has also been biggin’ it up since late 2020.
It is believed that this song will eventually make its way to Travis Scott’s fourth-studio album, Utopia, which is slated to come out later in 2021.

“Niagara Falls” was written by the two vocalists. 21 Savage and Travis Scott have a notable collaboration history together. And the track was produced by Metro Boomin and My BF Jacob.
Niagara Falls is a famous waterfall and tourist attraction that lies on the border between the United States and Canada. But of course when Travis Scott mentions the locality in this song, he is not referring to it literally. Rather Niagara Falls is up north where the weather tends to get quite cold. And as such the waterfall itself tends to partially freeze from time to time. That’s what Scott references when he says “water down the ice”. But again such is a metaphor, with the “ice” he is actually referring to being his jewelry. And the mention of “water”, though it doesn’t particularly have any slang usage associated with wealth, within this context further points to the idea, i.e. the rapper being rich enough to afford diamonds, etc.
