E.T.A., as you probably already know, is a popular acronym for estimated time of arrival. And likewise, this song is centered primarily on the singer anxiously awaiting the arrival of the addressee. Said addressee, as made most evident during the second verse, is a romantic interest. And the implication is that this individual and the Biebs have been separated for an extended amount of time and by a considerable length of distance. But as Justin points out, such has only made their feelings for each other “grow fonder”.
